Government should provide:

• a lead in developing strategy and policy to deliver the agreed outcomes;
• assistance in developing the necessary partnerships, both within and outside Government;
• funding, for both strategic (core) and research work, development projects and evaluation;
• support for professionals in schools and organisations which provide education about marriage and relationship support; and
• awareness raising and facilitation of public education through dissemination of information and good practice.

The statutory sector should provide:

• education and training;
• services that are responsive to people's needs when health, or other problems, constitute the apparent or presenting symptom; and
• a gateway - through referral to specialist services and couple support services, when required.

The voluntary sector should provide:

• service delivery;
• new and innovative ideas;
• good practice;
• training;
• education; and
• information.

Ways of delivering the new strategy
• increased partnership working within Government, between Government and others, and between organisations in both the voluntary and statutory sector; and
